Declaration of the Vacancy of The Speaker
Applications are invited from qualified persons for the above vacant position.
IT IS NOTIFIED for the information of the general public that pursuant to Article 194 (1) (f) as read with Article 177 (1) of the Constitution that the office of the Speaker of the County Assembly shall become vacant at the end of the term of the assembly.
Article 178 of the Constitution as read with Section 21(1) of the Elections Act, 2011 provides that each County Assembly shall have a speaker elected from among persons who are not members of the assembly.

Pursuant to Standing Order No. 3 (1), His Excellency the Governor, Kisii County has vide Legal Notice No 2 of 2017 notified that the First Sitting of the Second Assembly shall be held on Thursday, 7th September, 2017 at 9.00am in the Assembly Chamber, Municipal Building, Kisii.
Subject to Standing Order No. 5 (1) the Office of the Clerk invites interested persons who qualify to be elected for the position of Speaker of the County Assembly under Article 193 (1) of the constitution but are not such members and are not disqualifiable under Article 193 (2) of the constitution are invited to submit their nomination papers for election to the Office of Speaker, Kisil County Assembly.
Nomination papers can be collected from the Office of the Clerk of the County Assembly during working hours and on Saturday 2nd September 2017 between 8.00am and 5.00pm. Completed nomination forms together with the curriculum vitae and testimonials of the candidate should be submitted to the Office of the Clerk of the County Assembly at least 48 hours before the day of the first sitting.
Nomination requirements
Persons interested in filling the above position should submit:
  • Duly filled and signed nomination forms.
  • Clearance certificate from the Independent Elections and Boundaries Commission (IEBC).
  • Certified copy of the candidate’s National Identify Card or Passport.
  • Certified copies of academic certificates.
  • Current Certificate of Good Conduct from the National Police Service.
  • Current clearance from the Higher Education Loans Board (HELB).
  • Current clearance from the Kenya Revenue Authority (KRA).
  • Current clearance from the Ethics and Anti-Corruption Commission (EACC).
  • A copy of the Curriculum Vitae (CV).
  • Clearance from former employer where applicable
Candidates with foreign academic certificates MUST obtain accreditation from the Commission for Higher Education of Kenya.
